JOB SUMMARY
The Libraries’ Information Technology department serves as the focal point for planning, managing and coordinating computer based information resources that support library operations. The Libraries’ Information Technology department manages servers that support 800 workstations used by 270 staff with over 6 million on-site and over 20 million virtual visitors a year to the Libraries.
As a member of the Web and Software Development unit, the Web/Application Developer (IT Expert) is responsible for software analysis, programming and database design and administration. This includes software to assist in internal business operations and to assist patrons to make full use of library resources. The IT Expert codes and implements complex software systems and may act in capacity of backup administrator on various library-wide database instances.  Primary duties are as a web programmer, working within the framework of one or more established content management systems (CMS).  Other duties include programming associated with special projects, staff training and participation in internal and external committees.
RESPONSIBILITIES
Design, implementation and maintenance of web applications in support of the Libraries’ websites.  This may include support for web content management systems (CMS) based on differing programming and scripting languages.

  • Develop, document and maintain applications, modules, plugins and skins, as applicable to the specific content management system (CMS). The underlying programming, scripting, query, and markup languages may include, but are not limited to PHP, C#, JavaScript, Microsoft SQL, MySQL, HTML5 and CSS.  Coding projects should be accurate, effective, efficient, secure, completed by designated timelines and be sufficiently documented so that a fellow team-member familiar with the specific programming language can determine program flow and make modifications based upon the associated documentation.
  • Perform software systems analysis for the purpose of capturing and translating user and customer needs into tangible multi-user software system requirements and functionality. Promote, and actively participate in, a process that provides for thorough and documented concept analysis and project pre-planning.  The process should identify the specific project goals and sizing.  The process should employ fact-finding mechanisms such as committee participation, literature research, staff interviews, questionnaires and focus groups, as necessary, in order to define the specific nature and scope of the project and the programmatic solution.
  • Employ secure coding practices. Code to be used in a production environment is subject to the approval of the appropriate governing IT Security entity.

Design, implementation and maintenance of special project programming associated with internal (Library and UF) and external grants.

  • Provide technical assistance and expertise during the pre-proposal development of projects.
  • Prepare cost and time estimates for proposed projects requiring software development.
  • Provide leadership, and serve as project team member on awarded projects for both internal and externally sponsored projects.
  • Perform software systems analysis for the purpose of capturing and translating user and customer needs into tangible multi-user software system requirements and functionality. Promote, and actively participate in, a process that provides for thorough and documented concept analysis and project pre-planning.  The process should identify the specific project goals and sizing.  The process should employ fact-finding mechanisms such as committee participation, literature research, staff interviews, questionnaires and focus groups, as necessary, in order to define the specific nature and scope of the project and the programmatic solution.
  • Employ secure coding practices. Code to be used in a production environment is subject to the approval of the appropriate governing IT Security entity.
  • Ensure timely completion of IT deadlines related to project completion schedules.

End-user Support and Training

  • Provide response and resolution of the Web/Web Programming related helpdesk Requests.
  • As needed, provide training and instruction in the use of web and programming interfaces.

Professional Development

  • Expand knowledge base in the area of web, multi-media and mobile technologies through independent research, teacher-led or online training and by participation in professional meetings.

Perform other incidental duties necessary to accomplish the essential functions listed above.  Represent the Information Technology Department in internal and external committees, teams and similar work-groups.
QUALIFICATIONS
Required:
High school diploma and four years of any combination of relevant experience, education and/or certification. The level of expertise and skill required to qualify for a position in this classification is generally attained through combinations of education and experience in the field. While such employees commonly have a bachelor’s or higher degree, no particular academic degree is required.
Preferred:

  • Bachelor’s or Master’s degree in Computer Science
  • Programming experience within a WordPress and DotNetNuke CMS
  • Experience with multiple programming languages, with preference given to familiarity with PHP and C#
  • SQL experience. Specific familiarity with MySQL and Microsoft SQL (T-SQL) preferred
  • Demonstrated experience with HTML and CSS and experience with web scripting languages, in particular javascript
  • Experience with developing and delivering training
  • Experience working on grants
  • Excellent verbal and written communication skills
  • Ability to work both independently and collaboratively with faculty, students, staff and administrators.
